Hi. An Amazon delivery driver hit my parked car today. Guy offered to pay. Showed me a picture of his license, produced expired insurance of a fleet car and now backed out and said he wasn't paying anything and I had to resolve. Other than report collssion and call my insurance, anything else. And does this guy get away with not carrying his license. Also will my insurance go up when my car was properly parked in my spot in the building? I have it all recorded

Yes, report the collision and call your insurance company.
In Ontario, the $5,000 threshold is the minimum where reporting is required, but you can report any collision. Also, regardless of the damage amount, everyone involved in a collision is required to exchange information. That means driver’s licence, insurance, and vehicle registration.
If the driver refuses to provide that information, contact police.
Take photos of everything: the damage, plate, vehicle, driver, licence, insurance slip, registration, and the scene. Save your video. If your building has cameras, ask them to preserve the footage.
I strongly suggest against cash deals. They are usually a recipe for disaster. People make promises and then change their mind, and modern vehicle damage is often way more expensive than it looks. Also, the $5,000 threshold is based on total damage from all the collision vehicles not just yours.
If the insurance slip was expired, include that in your report and give it to your insurer. It may be that the fleet vehicle has valid insurance but the driver only had an old slip. Police or the reporting centre can follow up on that but I would not expect charges to be laid for documents.
I would also report it to Amazon. The driver may work for a contractor, but Amazon may still be able to identify the route, driver, company, or vehicle.
As for insurance that't up to them but if your vehicle was legally parked and was hit when you weren't driving and you did nothing wrong. You're saving grace was that it sounds like you know who was driving so your insurance company should hold them accountable.
Bottom line: document everything, report it, call insurance, notify Amazon, and stay away from cash deals.
